The current system is a joke. A hard grind even people who create alts have to consider when making them. Their opposite, Undaunted has a variety of ways aside from just grinding dungeons to increase this skill line.
But with Alliance war skills you only have one, and it only rewards zergs. So yes I do support the changes for better access to a grudgingly boring system.
None of the PvP skills should work outside a PvP zone (Cyrodiil/Imp. City).
Edit: For the record, I don't PvP at all.
I have no dog in this fight as I don't have access to Alliance or Undaunted skill lines or sets.
I think a better solution would be to make Alliance and Undaunted skills only affect other players when you cast them and have no effect on yourself (kind of like most of the tool tips lead you to believe they work). That way there would be no solo benefit from these skills and since you use these skills in groups you would still gain the benefit of them in a group.
At the very least they should have no effect on you if you are not in a group. If you are in a group, the folks you are grouped with have to be in the same area and instance as you for you to gain benefit from the cast.

lets get this straight, if YOU or ANYONE want vigor, or any PVP abilities then YOU shall work your ass off and pvp. i've been working my ass off for those PVP skills and trustm e pvp can be fun but ANNOYING aswell, yet i'm here grinding the *** out of PVP cause i want those abilities, so deal with it and work for them.
