The first time wasn't boring, but after making 4 different classes um ya its a bit boring , I would just head for the sky shards and maybe the quests that is/or are in the delve that the sky shard was in and move on.
But seriously, I was grabbing skyshards in AD today and every time I used a wayshrine there was another player there.
Oookay,..there are supposed to be other people ingame in places you go.It's an MMO. :}
Even in WoW you find that -old- content is dead. Try levelling in Silithis and tell me how many people you meet. People are busy doing current content.

Uh...to be fair WoW is getting ready to launch its 6th expansion, which, in every single expansion, has a LOT more content than something like a dlc in ESO has.
And add on the fact that leveling in WoW is a LOT quicker just spamming dungeons through the group finder rather than actually questing.
So yes, the old zones in wow are dead, but the actual leveling process is anything but dead.
