There is never going to be one single update that just completely fixes the lag. Sure the next patch will help a good amount with the lag but it isn't going to just get rid of it completly. Lag is something that is going to get worked out in a ongoing way. Getting better and better with each patch.

I have enough crowns to buy the existing DLC's and TG and DB when it comes out. If Cyrodill lag isn't fixed with this one my wife and I are stopping the subscription. No reason paying for something that's broke.

I think this has led to people dcing and also having longer load screens. As well as more pvp lag.
Maybe it could be the animations but most likly the mailing system.

They had a very similar issue with questing when it came to load screens in zones. If you had completed lots of quests your load times where very extended. It is interesting you bring this up as I have not PVP'ed very often and have only recently started PVPing with frequency on Azura's and I have almost no lag and there have been a lot of people in a small area battling. Been in some huge battles with lots of siege as well and there has almost been no performance issues. I am on XBNA.
Should be interesting to see as I progress if the game gets more laggy.

You shouldn't even run PvP like this its totally unplayable and i feel like im scammed 500-900 ms in Cyrodiil while questing... i just don't have words... No fixes nothing radio silence... The game was running smooth before anti bot and lightning patch just revert it back...

You realize that removing AoE caps would mean MORE server-side calculations, as the server would then have to calculate the damage on everyone?
Removing AoE caps might potentially be nice against zergs, but it won't solve the performance issues.

No it wouldn't, for one simple reason: You will almost never hit more than 60 targets (current AoE cap) with your skills. I have managed to do so once, and I play a lot of PvP. That means that the calculations for the AoE cap targets are much more straining as it has to do different checks and apply different amounts of damage instead of just applying the same amount of damage to everyone in the area.
I am not saying at all that removing the AoE caps will solve the performance issues. The underlying issue is much bigger than this, however, I do believe that removing the AoE caps will help more than whatever they have been trying for the last 1.5 years.

The love of the IP and the pvp (when its good) is slowly becoming insufficient to keep me playing, and when things like these are said I get nudged quite a bit further towards taking a hiatus from eso, sadly.
