How true, but I am talking about taunting a player not a mob! Big difference. Or have I misunderstood you?
https://www.youtube.com/watch?v=x478p7M2IZI Yeah taunts should work in PvP, because if they don't the ability is losing one of its features for no reason making it weaker with the same cost.
And this is my suggestion how to do it: when taunted, the player should have lowered dmg by 10% against everybody but the guy who taunted him. And increased by 5% against the guy who taunted him. That's fair and not game breaking I think.

You have misunderstood me. This move works very well on enemy players in pvp. The video below showcases masterful use of the taunt. Pay attention to the very brief fight that occurs from 1:45-2:00. Notice how once the enemy player dies, asgari wastes no time and immediately stands on his corpse and spams several taunts. Asgari has taunted that particular enemy player so much that he now has achieved permanent aggro status and is granted both major and minor salt for 10 seconds every time he kills that player.https://www.youtube.com/watch?v=x478p7M2IZI
