Ahh advice. Now we are getting somewhere. I have read a few guides but they only seem to cover the obvious stuff like how pvp works.
Can anyone link me some real guide, such things as pvp tactics, builds, etc? That would be appreciated. Telling people they need to learn to play without offering a way for them to do so is about as useful as a chocolate fireguard.

Perma CC? Are you being serious right now? Not sure if you have been to Cyrodiil yet, but you get a 5 second CC immunity after being CC'd. Perma CC does not exist, only mistakes and not knowing how to PvP or react to certain situations.
Radiant Magelight shuts down Stealth and Invisibility, particularly when you are mobile and stay on top of the NB not letting him get away. This is definitely an L2P issue.
Sorry but threads like these are the hallmark of "new" or "fledgling" pvper.

lets ignore the condescending remarks of half of these supposed "elites" here, and give you some advice on killing terrible NBs like me.
1. radiant magelight. It sees thru cloak, gives you a damage reduction bonus against stealthed attacks (50% I believe) and shuts down stealth, use it if you are a mana build. I used it with a mana build of my own and NBs became the easiest enemies for me
2. AOE attacks, if a NB cloaks, hit them with an AOE to break them out then destroy them. Half of the NB population rely almost entirely on cloak and cannot fight without it (half will run, even if its just one enemy) allowing you to chase and kill with ease.
3. there is no such thing as "perma CC" whoever said that on this thread is lying.. A player gets at minimum a 5 second CC immunity timer when a CC wears off. CC break fear or whatever, and afterwards put pressure on the NB. The class has no damage shields or quick self heals of its own excluding the resto staff shield and set shields, so if you apply pressure, most NBs will go down.

Again, useful information. Now I understand why so many people are using what I considered a pointless magelight.
