Khajit racial passive carnage

Hello all
I think it was last week it was posted in the forums that this racial passive was not working. I choose my khajit a long time ago because of this passive. I have read the pts patch notes twice and see no mention of a fix
I would like to know from ZOS if there is a fix planned for this in the upcoming release. I hate knowing this passive doesn't work, especially now that I'm planning a vet maelstrom arena build and run.
Aside from ZOS responding, does anyone else have any updates on this?
