[Possible bug?] Enchanting Crafting vs Vendor Glyphs

Hey all, I do not know if this is known already or not but I have an enchanting experience (lol) recently and wanted to ask/point out about any possible bugs
Let me preface this with the fact that I thought crafting things was better than drops/ NPC vendor buy-able things (Except perhaps dropped and undaunted sets)
So, I had made some blue v1-v3 glyphs for a friend to put on v1 armour. He had bought white NPC vendor v1-v3 glyphs (note: not the level 50 ones) and had already applied them on all his armour (including infused traits).
When I sent him the glyphs and he applied them (in this case Major Glyph of Stamina - blue as I said) the stamina value actually went down by 1-2 points. So on the same piece of armour, my crafted v1-v3 blue Major Glyph of Stamina gave 1-2 less points of Stamina than a NPC vendor v1-v3 white Major Glyph of Stamina.
Is that supposed to happen? Are white NPC vendor glyphs superior to white/green/blue crafted ones?
I went back to check and the NPC vendor actually sells two types of white glyphs, one of which had a lower effect and another one a higher effect. Can anyone tell me what's going on?
Should I just stop crafting anything below purple glyphs and just buy them off the NPC vendor?? Is this a bug or is that how it has always been?

✭We tested with various people and on various armour (we thought perhaps infused traits was bugged) but it still happens. Anyone has any more info on this? ✭The effects were tested on the same piece and still the blue crafted glyph yielded less stamina than a white vendor glyph

✭✭✭✭✭It used to be that the NPC vendors would sell two levels of Attribute Glyphs. The White value and an equivalent Green Value although the Glyphs still appeared to be White. I think they also had some weapon glyphs at two levels. With the enchanting change in 1.5 (1.4?) the two levels you could get at NPCs went away. I don't know if they went to Green Value or White or something else. Reevster✭✭✭✭✭Because there are 2 player made glyphs that over lap for a vr 3 "Greater" and "major" one has higher stats then the other since its used on vr3 vr 4 vr 5 etc, I know its confusing and has messed me up before. I dont know if this has been changed since I have not crafted anything lower then vr 15 lately.

I forgot about that too. There are some VR ranks that can have one or the other glyph applied.
In fact, when I was leveling up through VR Ranks, I would only make gear when I could put higher level glyphs on it.

✭Both NPC and player glyphs were v1- v3, but yes the NPC stocks 2 of the same ones, one of them is near the blue value , 1-2 points over it, but is still white. But isn't that where the bug is?
