  if the goal is increased DPS go with the flame staff. Its better suited for weaving light/heavy attacks in between casting/animation cancelling abilities. Lightning staff has a channel effect which hampers weaving. Plus RNG disintegration is just that, RNG.

  Reason: The procc of "burning" from your DOTs is the same "burning" procc as the fire enchant. In English what this means is that when you got an npc burning from your DOTs if you procc the flame enchant the original burning procc will stop and be "overwritten" by the flame glyph burning procc. a.k.a. they do they same thing and flame glyph is a waste.
  
  Answer: Flame staff w/poison glyph, poison adds another dot on top of burning that will stack. In addition, the flame staff w/prismatic glyph is top notch when fighting daedra specifically.
  
  The flame staff has an increased damage on heavy attacks, something you should do to start each encounter. You also don't need to rely on a percent chance for disintegrate.

  The prismatic enchant on weapons is an increase to damage dealt to Daedric enemies. It can be made using the essence rune "heikejo". The rune is only found in event chests and off trove scamps in IC. Or you can buy them but they are 50k+ ea.
  
  If applied to armor it will increase all three stats by 400 or so, stam, mag and HP
