Well I've done 2 runs of vWGT ever and got a helm and a piece of Imperium, SPC and Essence Thief, all but the Imperium on the same run. It's just RNG deciding it's not your day.
That said, some people have reported better RNG when you occasionally go and do another dungeon in-between runs, so maybe there's an anti-grind mechanic. It wouldn't surprise me...

All RNG is broken in this game; why do you think many of us are asking ZOS to make a token system instead of basic RNG?

I had to do roughly 100+ runs in vWGT to get 5 piece Spellpower Cure. If I want it with perfect traits now on every slot I would have to run it likely 200+ more times. That's just silly, considering how gear becomes outdated in this game.
That's not me having a stroke of bad rng or no luck with drops btw, it's normal with hundreds and hundreds of IC dungeons if you want the gear. Ask anyone that actually farmed them(not completed twice like you).
Prison drop rates are even more screwed as far as I've heard (I only do it for pledge).
Gear should obviously take a while to farm. But this crap droprate combined with unreasonably annoying rng, makes people just give up and not even bother. That's the problem.
But yeah, maybe doing something in-between is a good idea. Rng does seem to go on some kind of timer in ESO.
