What is up with dodge rolling on ps4?

Talked about this with a couple of friends, and it seems a bit inconsistent, it works with some people, doesn't with others.
Essentially after I dodge roll, about 50% of the time, my character will block for a full second before resuming movement. I haveno idea why this happens but it annoys me greatly and has been my cause of death multiple times. Please @ZOS do something to remedy this.
