Health, Magika, Stamina bars permanently displayed?

Is there a way to make the above referenced bars appear permanently on the screen? Right now they just appear while in combat. . .I guess its okay, but I'd like them to show all the time. Looked in settings a few times, could not find anything.

    There are addons that let you do it. Like AUI and FTC.

    It used to always be there.

    It's not on console now. Highly a oolong on my sorc as it's hard to tell if my shield is up and how strong it is.

    That's been a major complaint for one of my guild members. I'd rather be able to see my resource bars before I start loosing resources. All they needed to do was make it an optional toggle instead of completely changing it.
