Other than being in the zones where the mobs are of the level that the set pieces drop at, there is no one place that has a preponderence of dropped set items. Now, certain mobs may have a better chance to drop certain items, but I am not sure if that's more concentration of mobs or just RNG.

Let me explain

There was a small Delve in Auridon that was a great place to farm for Warlock Rings/Necklaces and other dropped set items. However that could have been because it was so small and packed with Deadra that it was just the amount of mobs that I could fight in a few minutes. Then again, I found a Warlock ring on a random wolf on the other side of the zone.

So, really, the answer is, kill as many mobs as you need to until you find the item you want. Just make sure the mobs are at the levels the items drop at, as most dropped set items drop in a range of levels, while some only drop at one VR level

Some sets are only available at certain levels(Warlock is a good example, v1 and 12 only in vet ranks; Healers habit set is v13-14 only, as is Footman), some scale to your level up to v14, some scale up to v16.
For instance Adroitness drops in vet COH dungeon but as all set drops from it(aside from Nerien'd helm) it only scales up to v14. Technically though since the dungeon can be scaled to any level you could get Adroitness in any of the v1-14 variations.
Willpower(one of the sets that drops from IC vaults and also off final dungeons' bosses sometimes; buffs magicka and spellpower), now, scales to your level up to v16(it also costs out of the a** in v16 arcane)

Unfortunately I'm not sure where you could find a good updated list of jewelry-specific sets. There're sets listed here but it's not 100% accurate and it doesn't specifically list jewelry-including sets.

I think that the level for some sets have been changed in the last patch. Like the healers habit for example. I thought that you could only get it at vr 13 n 14 until my GF found one at level 12 in auridon and then i saw one in a guild trader at level 23. So i dont know anymore

Hm I think there is a low level Healer's habit set, been there for a while. I don't remember the level though and I've only been interested in vet stuff for a while so I forgot all about it I guess XD
I thought it was lvl 20-ish I guess? Not sure. Level 12 does sound bit odd though.

Warlock also drops from L15 to L23, although I have yet to find any Warlock Clothing at L21 to L23.

Most dropped set items drop at some leveling range and at some VR Rank.

I managed to get a full set of magika furnace (or similar) it was the first set (2rings/necklace) I completed buying from traders but happy enough with it for now!

@Nestor I have two VR5 Syrbane rings waiting for me (VR4 at minute) but cant find the necklace anywhere, feels rare!!
