Looks like he fixed it by doing a Repair from the ESO Launcher. Repair is an option you can select from the "gear" icon next to the Game Options in the upper right part of the News box.

I've added ESO as a "non-steam" game and activated the gamepad mode in settings, however the steam controller is not recognized when in the "gamepad" configuration. The overlay works, the m/kb settings work, just not the gamepad setting. It is recognized in other "non-steam" games I've added.

Anyone know a possible solution?

EDIT: Solved. I used the "repair" function in the ESO launcher and it recognizes the steam controller now.
