Race passives

Ok so I am a Nord, and as you probably know by now I'm gonna complain about my race passive. Argonians are welcome too <3

Rugged, says it grants 6% damage reduction, but as you close in on the mitigation cap this becomes irrelevant according to what I've gathered from this forum. So what I am asking for is a change on how race passives are calculated, what I want is that my 6% damage reduction should always be in effect and changing this to be the first thing the system takes into account when calculating incoming damage and then mitigate the remaining damage based on my armor and spell resist.

Why stop there, make this universal for all race passives to level the field. Any stat given by a race passive is added to the base stats for that race. Attribute point distribution, class/skill passives, mundus stones, champion points and gear would then be added on top of that.

    What is the cap exactly?
    And if there is a cap then use a build that puts you 6% under the cap but gives you more stamina for example.

    But yes the passives are unbalanced and they should be reworked.

    I believe it is 32500 for armor/spell resistance (50% mitigation). To add to my original post I think they should translate % based race passives to fixed numbers when it comes to attribute bonuses in particular since that be alot easier to implement instead of taking into account 2 different ways of calculating stats. Take for example a magicka setup. Currently we are looking at 4k more resources because of percentage based increases between the have and have nots, a fixed number that scales by level like the Breton spell resist or Nord frost resist would reduce that number down to 1k.
