Ok so I am a Nord, and as you probably know by now I'm gonna complain about my race passive. Argonians are welcome too

Rugged, says it grants 6% damage reduction, but as you close in on the mitigation cap this becomes irrelevant according to what I've gathered from this forum. So what I am asking for is a change on how race passives are calculated, what I want is that my 6% damage reduction should always be in effect and changing this to be the first thing the system takes into account when calculating incoming damage and then mitigate the remaining damage based on my armor and spell resist.
Why stop there, make this universal for all race passives to level the field. Any stat given by a race passive is added to the base stats for that race. Attribute point distribution, class/skill passives, mundus stones, champion points and gear would then be added on top of that.
