Constantly underleveled...what quests am I missing?

I'm trying to do every quest I see but I'm still underleveled by about 3 levels. I'm level 12 and the only quest I have in Auridon are for level 15. There's some quests in wrothgar that are level 12 but I don't think I can do those yet because the mobs are too strong.

Every zone I go into I'm the lowest level and there are people there that are higher than the mobs sometimes by about two levels. Are they just grinding out the levels and then going to the zones?

You missed the starter islands then? I'm always overlevelled for every zone myself...

I used scrolls, farmed Dolmens and Wrothgar helped alot.

Did you go to Kenarthi's Roost first? Sounds like you missed it. Check the docks at VG for a boat to it.

Adding: ZOS really needs to go back to just sending you there right off the bat.

Seriously, how are you being underlevelled, especially doing all quests?! Try the starter islands, do the main story quests (and of course the guild ones) and you should be a good 3-4 levels above everything by the time you finished the first zone.

you miss exploration trait in your armor.
do the following and you'll be 5 level up at the end of first zone.

armour trait infused: body, leg, head
armor trait exploration: shoulder, feet, gloves, waist

this concept go foward till the end of gold almanac, that you'll reach v16 without grinding; thougt you must do all the quest.

i suggest you start with a templar magika build (at low level 5 light 1 medium 1 heavy armor peace for levelling)

you need only 2 skill to manage all situation:

- punturing strike morphed into punturing sweep: you control large mobs and heal you too
- focused charge morphed into toppling charge to get in close combat

very important you use punturing sweep: more enemy you fight more heal you get

use restoration staff with damage magika restore magica enchantment

Are you exploring the whole map; this game has many quest chains you just run into while exploring.

Pick a pretty empty portion of the map, go there; look on compase for symbols not colored in; head towards those symbols, likely quests there.

While I agree I thought I read somewhere they used to do this and people didn't like it so I was changed so it would be optional. For me I go to auridon pick up the first quest from the guard and another on the dock get my fighter mages and fighters guild stuff then go straight to KR. do all quests there by the time I get back I'm at least 7 I never skip wailing prison either when i create a new toon because i can then get myself to at least four before ever touching a mob in KR by doing that

Did you do all delves ?
Did you do the public dungeon ?
Did you do all 3 dolmens ?
Did you do all 6 world bosses ?
Did you identify all the scenic spots ?
Did you collect all the skyshards ?
Did you do the group dungeon ?
Did you avoid all combat ?

Use the journal to see what achievements you have missed in all zones.
I just started a new DK and am at level 20 with the main quest to do in zone 1 + starter island

You cant shouldnt go to any zone 1-50 by the way. (aside the DLCs)
You need to follow a sequence of zones 1-5 per faction (ideally starter island first).
Each zone has different level NPCs

Yeah making the starter islands optional was a result of very very lousy beta players who reviewed the game on their vlogs and blogs with unfavorable light. They're still necessary in my opionion, they grant a skyshard and always provide you with a cheap means to gain a bunch of crafting mats in the process.

Are you a nightblade? This was the only character I had issues with being under-leveled with. It isn't really so much the class that gave me the issue, but the rp. Being a sneak thief seriously stunted my exp gain. Need to kill the trash mobs, not just sneak by the enemies and finish the quests.
