Will Text Chat on Consoles Invigorate RP Guilds?

Folks:
When I played ESO on the PC/Mac, one of the fun things I encountered on occasion were RP guilds doing their thing when I went into a tavern, a business, a town and whatnot.
Since taking advantage of the PC/Mac-to-console account copy, I've noticed a distinct lack of RP'ing on the PS4 side of ESO. So, it begs the question raised in the discussion title: Will text chat invigorate RP'ing on the console side? Well, that, plus being able to display *character* names instead of *account* names.

see we had an external website that had a chat box when we weren't in game for our rping but kinda defeats the purpose other than background on how your char acts and things like that1 -
