@ZOS - Is the removal of VR levels only player levels or will it also remove VR from NPCs?

As I read the changes and information about VR removal as it relates to Silver and Gold zones what I don't see is:

-removal of VR levels for all silver and gold zone NPCs
-removal of VR levels from NPCs in Craglorn
-removal of VR levels from Orsinium
-removal of VR levels from Vet dungeon NPCs
-removal of VR levels from Dragon Star Arena


*And what NPC levels the new Trial will be


Some of the info I realize will come at later dates but this is really important info to at least know what @ZOS_RichLambert and other teams are thinking about doing.

Did I miss an article @ZOS_GinaBruno ?
Are there plans to ONLY remove VR levels from players and not also remove VR levels from NPCs?

    Has anyone else see anything that suggests ZOS does intend to remove NPC VR levels when character VR levels are removed.
    I assumed this was automatic but after reading ZOS responses in the official article, it suggests that Silver n Gold zone VR levels aren't going away...maybe it's just written and left open for interpretations.
