Weapon damage enchanchments

I've had various enchantment runes on my weapons previously. I always though that they fired whenever a weapon skill was used. However, I've now go Weapon Damage enchantments applied which only seem to activate on a basic light/heavy attack and don't activate when weapons skills are used. Is this the way it's meant to be?

Yes. They don't proc on weapon skills, only on weapon attacks (light/heavy attacks).

It that all weapon enchantments? I could have sworn that they used to fire with weapon skills.

Pretty sure it's the only enchantment working that way. All the others will proc with weapon skills.
