I don't remember my specs as I'm on my work laptop but I have a 4.5ghz overclocked i5 + a overclocked gtx970 and I'm 100+ FPS on the highest settings so I'm sure you'll be fine and above 60.
You would get better performance with a 4GB Dedicated Video Card. I have seen Laptops available in the USA that have the 960M with 4GB so if you haven't bought it yet, try and get one with that. Or you may be better off spending a little more and getting the 970M or 980M.
FPS were nice but I had to take my graphics off of high quality when playing PvP, i would frequently get dropped from the game ( I was thinking it might have something do with partials / fire )
Have you checked your local Clevo resellers? They don't spend a lot on advertising, but often they have laptops with quad core CPU / 970M and 980M with much lower retail price than other manufacturers.
I hear you there. The problem is, it's better to put out some extra money now, than wish you did in the future. Most Laptops aren't upgradable so what ever GPU you get with it, it better be a good one and last. If you can't get the 970M, then try for the 960M 4 Gig version instead of the 2GB in the one you linked. It may take you a little while to find the right place to get it from, but you'll really be glad you did.
As @IcyDeadPeople mentioned, take a look at this site as you can configure your own laptop specs http://www.pcspecialist.co.uk/laptops/4/ start off with the 15.6" Optimus VII and you could stay really close to your $1299 price and still have the 970M
