How does burning light work exactly?

Been using puncturing sweep as my main damage ability.
I was wondering how it procs and who it hits.
Does it proc on every enemy hit? And when it gets proc'ed, who gets hit with burning light? The main target, everyone, or who it proc'ed on?

    It just gives a chance that the spear ability will do extra damage (I think it's 25% chance, but can't remember exactly) It works only on the skill you are using to make it's damage go up, so just on the enemy you are hitting at the time with that skill.

    25% proc chance on main target, has a hidden cooldown which allows it to only proc once per skill use (Gina Bruno said this was getting fixed with the next DLC) and it won't proc on shielded targets because *** Templars.

    It has a hidden ICD of half second on it.

    So it can proc twice on a puncturing sweep since it has 4 hits in 1.1 seconds, but it would have to proc on the first and last hit in order for that particular event to occur. With a 25% chance per hit it, well I don't feel like breaking out the probability calculator right now but it's a low chance.

    It has a hidden cooldown which was confirmed on these forums and most ppl in the game probably have no idea. So it means it cannot proc twice on 1 sweeps cast no matter what.

    I don't think the cool down is per skill. For example, if you have Blazing Spear up and get the Burning Light proc then you will not get any proc on your Sweeps until the GCD has lapsed. This makes using multiple Aedric Spear abilities for DPS rather weak.

    It's a stupid GCD and it's not needed. Just one of the many reasons that show Templar was designed with less forethought and they STILL don't know how to balance it.
