I never had an issue with receiving crowns. As far as I can tell, the issue probably still exists for some users, but it seems to be pretty rare.

Yeah I'm confused about that. Sure I outlevel zones but it doesn't stop me from completing them for the sake of completing them. The EXP isn't the reason I got ESO+ I like having the DLCs even if it's only for rent

Thanks guys, I'm on PS4. I just remember a while back now reading discussions on this site about people not getting and having to chase up the crowns that you get from the ESO membership.
I guess if it was a bug it must be fixed now.
