Any chance that VR15- VR16 glyphs end up easier to craft or for sale by vendors?

I can wait and find them via a trader or from some guy or lady trading in town but it would be nice if I could get a lesser one (less stats than crafted) from the Wrothgar merchants or something.

Steel_Brightblade✭✭✭✭V15s are very easy to get if your character is rank 15+, they drop of anything in wrothgar. Repeat on the other hand I've only got from trove scamps or bought for telvar stones in ic. To save the run there I've parked a low level character in low population server in the sewers that buys what I need from telvar merchants.0
