I doubt it'd ever come, they had plans to though. From the Crown Store image of the Breton hero costume, it's just going to be a normal robe shape.
Yeah,painted on looking.I wish it would look like it does in the trailers,and the picture.I was excited to try on the Soul Shriven garb,hoping it would drape nicely and not hug the body.No such luck though.
...capes are so last season. Everyone who's anyone wears infinity scarves now. There's just no better accessory to battle hoards of bloodthirsty daedra with.
It's been discussed before and the reasoning given for a lack of capes is the polygon count required to make the capes look decent would strain all older machines as ESO was originally designed to run on machines up to 7 years old (Why you would play on something like that, I dunno!).
Unless it's something similar to old school Runescape don't get your hopes up.

Remember that along the way MMO's often go back on their word if there is enough public appeal ( if enough of the community either lose interest or if enough people request it ). To spark interest again.
So do not assume it is a permanent decision... Think of it as their stance right now for at least a year or 2.
It gets mentioned every once in a while. And yeah, the reason is they had a choice between capes tripling all lag, or having capes look pretty cra... uhm... badly (like the one the Lich has... just saying... ). And they went with an "let's do it right, or not at all" approach and opted for "not at all", sionce with player characters, there are weapons on back and they would really hate all the clipping a cape would do if implemented in a non-laggy version.
Many still would love to have a "back" slot for capes. or other stuff, samurai style back banners, dungeon crawler style oversized backpacks, polish hussar style winged decorations, whatever.
Oh, well... maybe someday.
