Trials and fps, or lack thereof

I have no fps problems otherwise in this game except for massive Cyrodiil battles, but not even they are as bad as when it comes to trials. In cities and highly populated areas I get 35 fps at the lowest, but usually around 40-45.
In trials.. well, during most fights I have moments of NO FPS.


Specs:
i7 6700 3.4GHZ
GTX 980ti
16gb ram
Windows 10 64-bit
SSD w 163gb free space


Settings:
Absolutlely everything at minimum
(Normally absolutely everything at maximum)


Result:
3-4 fps during fights in Aetherian Archive.
1-5 fps during fights in Hel Ra Citadel.

Not sure what to say. It's unplayable for real.
I doubt this is something a 64-bit client can fix and honestly this does not bode well for ESOs "endgame".

Is there a fix for this or anything at all that I can do on my end?


edit: I have also checked hardware temperature and they remain more or less unchanged compared to regular load. GPU around 66c, topping out at 70c in extreme cases in ESO. CPU is cool as a breeze.

    So I take it there's nothing I can do on my end then.
    Are you guys aware of this issue?
    Because a lot of people have it and it doesn't seem to matter if you have a very good computer.

    Poor optimization?
