I mean a max level usable artifact, in the single player games all of the Daedric Artifacts were extremely useful at any level.

I just want non set bonus unique weapons which are extremely powerful and hard to grind for or drop. Ah well.

I'm willing to bet that all of the artifacts are ready for use but are waiting for future DLC for us to get them (new trial?) Hopefully they are part of powerful sets, or they act like master weapons.

It's an incredibly valid concern. I mean... I used to love Warcraft lore (the single player games) and seeing things like EVERYONE running around with the skull of Gul'dan or the blades of Azzinoth was ridiculous to say the least... I would have vomited if I played WoW.

Fear not, for I have another one of my crazy ideas!
What if we had.... unique, legendary artifacts from the TES games that are unique to their Cyrodiil campaigns? Like being empreror or the scrolls themselves?
So the alliances could run special challenges to get one of these and it would be a weapon/armor someone can wield during the campaign. Being killed while using it will "transfer" it to the person who killed you - and when the campaign ends, they 'go back' to their native positions.
Items could be randomized every campaign to make it fun/for variety's sake... So, let's say there are 10 legendary items, only 3 would appear per campaign, having a different set of items to be hunt and worn into battle every time. They could provide group bonuses, just like scrolls provide faction bonuses, becoming important instruments of battle (and, of course, having to risk losing them to the enemies to be able to make use of their power)

There is a Daedric Crescent (called Volar's Crescent Dagger) which looks awesome but does nothing special. According to the lore and Morrowind, it would break your armor and paralyze you, yet it does none of these things. Mehrunes Razor basically has a chance to instakill in past games. In ESO, it would probably deal unresistable damage.

The Ebon Armory set is listed in the "Artifact" category yet it drops from Vet dungeons. Let's hope that is proof enough that ZOS will put this stuff in with future dungeons. I bet they were just teasing a few of them in beta to appeal to Elder Scrolls fans more.
