You have to be level 10 to go to Cyrodiil and Imperial City. Not sure about Wrothgar but I think the same holds true.

Nope, you can go to Wrothgar straight out of Coldharbour tutorial if you wish.
They will be harder primarily because you won't have access to a lot of leveled up skills and the skill points to use them and the various passives. You'll be battle-leveled to be the equivalent of a VR15 character in other respects (your stats, the effectiveness of your gear), but you'll still have a harder time of it than a higher level character who has access to more skills.Cool!! Are the enemies harder if you're lower leveled?

Actually, my first run through Orsinium on my orc I took a very long time, because I kept on spending time just wandering off and admiring the scenery... I was chatting with some friends about it while playing one time and they kept on asking if I was baked lol. I wasn't! Orsinium has battle levelling, so no matter how low you are, you'll be BLed to V15 to be competetive against the mobs.Cool!! Are the enemies harder if you're lower leveled?
Orsinium is great for questing. Some very well written quests and visually lovely.
Imperial City - aesthetically gorgeous. Interesting story. Hope you like being ganked. Two great dungeons. I personally enjoy it.
