Honestly the lag in game has seemingly been getting slowly worse for a while now, and not just in Cyrodiil. It's something I've noted every couple patches or so. Latency and performance takes a small hit, at least for me.

That's what I'm saying. I'm just wondering what is going on? Do I need to update something? Are there driver conflicts? What the hell is going on? I think it is more noticeable to me because I find I'm only able to play lately once or twice a week, so the contrasts are stark.

If you're on PC, then make sure all your add-ons are up to date first. If they are try turning them off and see if there is a performance increase. If so, try turning them on one by one and see if you can isolate the add-on that is either conflicting or has memory leaks. If turning them off doesn't help, and all your drivers are up to date it is most likely on ZOS's side and there is little I can think of you can do sadly.

I've actually not been running with any addons for some time. My drivers should be up to date. I don't know if its a Windows 10 issue though, but I suspect it might be. We are all changing over to the new Windows 10 system (including quite possibly ZoS) and perhaps there's a few hangups related to that. This is purely my uninformed speculation though.
One thing I don't understand about all this. Example - dude crit rushes me and kills me, then I see on my recap 2 light attack and 2 wrecking blows and I know he did it, because I heard the noises, but hell, I could hardly move let alone defend myself, because the game was a slideshow around that area at that moment. So how did he pull that off? I don't know.
