Need more details about reasons for no PvP Justice System

First: Could we please just have player dueling with the option to have groups duel other groups? Then players can organically sort out their enforcer vs. criminal agendas. (I am guessing the answer to this will be no because then all areas of Tamriel would become huge lag and zerg-fests like Cyrodil currently is)

Second: I was looking forward to PvP aspect of the justice system. Is part of the reason this is not being implemented because of the way PvP is occurring in Cyrodil, i.e. lag and zergs, poor server performance?

Third: Give the players more details why this system is not being developed anymore? Also, could things change and the possibility of implementing PvP Justice System become relevant again?

Fourth: If I win the powerball and have enough money to invest in a good PvP justice system would you do it?

Fifth: Give us more details, walk us through the process of why PvP justice system is a no go. Did you test it, what did you have in mind, why didn't it work.

First: Duelling has been confirmed to be in the works. Was mentioned on the last ESO Live before they went on break.

Second, third and fifth: The entirety of the Justice System is PvE as you don't get a bounty in Cyrodiil. With class imbalances as they are, the "Enforcer" aspect of the Justice System would favour Nightblades as criminals and DKs as Enforcers.

Fourth: I doubt they would.

There is a limited amount of developer hours and they probably figured that dueling and ttleground arenas were more popular and likely easier to code.

Not sure if they'll ever revisit it. It's possible, but it's a huge amount of work for some thing that's part of the base game.

Too much effort, they're going to spend their time working on new mounts for Crown Store instead.

Also the realization they couldn't do it without screwing something up along with constant cries from "I-want-only-PvE-in-my-game" community. Might be a good thing in the end because yes they would've screwed it up and it'd have taken them months to fix probably but could be something fun instead of more costumes and mounts.

I quite like being able to loot all provisioning mats while in cyrodiil thank you very much.
