When will this happen?

Is it just AP or gold also?

Any plans on being able to gain alliance points in pve activites in the future?

I have too many shoulder pieces and not one head piece : (

snap, own every shoulder (some i have multiple)but only a VR1 helm. rumor states gold and AP. search for some old topic on this and you will learn more.

it will be for AP OR gold, so both ways will be implemented

but do not ask me why ZOS plans to do this

You can buy them for both gold and AP, pve players tend to have more gold and pvp players have more AP spend.

There are no plans to gain AP in pve activities and I dont think this will ever happen.

p.s. If you focus on pve and need a monster helmet you can always run the dungeon multiple times.
