First off, I am glad to see ZoS had recognized the importance of encouraging players to do the activities they enjoy, and still have access to the sets that are necessary for competitive builds. I.e., the monster set vendor for pvp players.
However, there is still a lot of issues where pve players can't get some pvp gear or pvp players cannot get pve gear (i.e., overwhelming) without mindlessly grinding content they may not enjoy.
As such, I am re-introducing a system that I have suggested before, but maybe the timing is better now.
It's a very simple system actually.
The concept is this.
1.) Let any piece of gear drop at anytime from any mob/chest. With restrictions for really rare rewards such as masters weps, vMA weps etc.
2.) Make sure that there is a very small chance to get these items, maybe 1/100 mobs will drop a set from the global set pool. Even then you will only get a random set out of the dozens and dozens of sets.
3.) Make these sets found BoE, so that you can trade them with other players. (this point is debatable)
4.) Make sure that the current system of content specific drops remains. If you want overwhelming set, you can do WGT and have a MUCH higher chance of finding that set piece OR you can play other activities and have a small chance of finding that item overtime.
This system will allow players to do the activities they enjoy, and still have the opportunity to find the sets they want. It will also give players something to be excited about when they see a set item, rather than just know with 100% certainty that every piece of loot they find will be nothing more than decon trash.
Alternatively, players can still farm the content that gives the highest chance of giving that specific item.
