I really didn't know where to put this post as I'm new to posting things here, if it is in the wrong place and someone can change it do it please.
Well, after searching for topics on this matter, the main factor for people wanting racial actives is because the other TES games have them, among other reasons such as adding flavor to combat or being cool ideas. The main reason for people not wanting racial actives is because they will probably break the game, and not much else.
Have you ever collected ult points until you reach the cap at 1k? Well, what if we imagine these active abilities as ultimates and the cost of all of them would be the 1k points. This is mainly because on the other TES games they usually have a long cooldown, on this game that 1k points would be that long cooldown, I know that some classes and passives from other skill lines let you collect more ult points faster, but collecting them fast enough to think of it as op would be only on min/max build for these points, and even them wouldn't have the points "that fast".
So, with this way, we have a check on the long cooldown box.
Then, if we think of them being too powerful, let me put an example of a way this could be solved, grab each racial active of Skyrim and put them on this game BUT less powerful, maybe like 50% as powerful and each morph boost some aspect of the active but nefs another. I like the orcs so lets use that active, in ESO you would gain Berserk, the normal ability would give you(with the 50% reduction in power from Skyrim) 50% increased damage done and 25% reduction to damage taken, with one morph boosting the damage done and nerfing the damage mitigation, and the other morph doing the opposite, maybe even instead of nerfing one aspect, remove it entirely, or even add the opposite negative effect, so one morph boost the damage done while you receive more dmg and the other one makes you deal less damage and mitigate more.
This way you would have 3 really good options, you stay with the normal not to powerful ability or you choose one high risk high reward morph.
For the duration of the actives I would say 30 secs, because on the other TES games they usually lasted for a minute or so, but I guess it could depend on the ability.
And for those of you that think about the actives breaking the game, I think the other way, if done correctly they could balance things out, a lot of people complains about argonians having weak passives, well, we could give them a really good active that goes with their lore and for the races with the stronger passives, giving them a usefull but not that great active, could balance things out, some races having good passives while others having good actives, obviously we should avoid having a race with very stong passives and active at the same time.
Just to clarify, I really think that going the 1k ult way is one of the best options for this abilities, I do think that a not so powerful normal ability and 2 high risk high reward morphs are the way to go, but, I don't think that taking the Skyrim actives is the best option, I do think is an option, but not the best one, I was just using it for the example.
