Blinding Flurry v.s. Rapid Strikes. Which is Better?

I was wondering which morph is better I run heavy armor Dk tank. I think Blinding Flurry is cause I can't crit over 50%. But is Rapid Strikes great for high crit builds cause it incerease the next attack by 2% does that mean Crit I am just little confused on Rapid Strikes.
