They can even put in a pve pvp murder system if you kill someone in a pve area you get a cyridill bounty, this only applies if they did nothing to harm you in any way, it would make pve and pvp more intresting, having a bounty in cyridill would be intresting and force players to be carefull, who they attack like if your in a cave, you kill someone that did not attack you bounty for you for killing in neutral areas. Well, PvPers keeps asking for things from PvE all the time with systems to not have to actually earn them in PvE. Guess why they get shut down too...
I really love gathering skyshards in Cyrodiil. The added thrill of a possible ganking makes it so much more enjoyable to me. I really think some players over-state the issue of being ganked whilst doing delves & towns in Cyrodiil. Sure, it happens, especially if you are careless... but it's not very common in my experience. Yesterday my new lvl10 nightblade got about 60% of the skyshards on the map & I only saw 2 enemy players. (BWB campaign, NA PC megaserver) I just gave all keeps & resources a wide berth while on my horse & the majority of players are avoided.

Treaty mode would be like the immunity to damage from any source from another player this buff would prevent both sides from killing each other, and yes this would most likly be exploited for scroll s but they put in a one minate timer you can't be in that town for long with the scroll or it resets back to to the fort or the keep of the player that last had the scroll, so if it was on there own terf then the scrolls go back to them, but if it was in enemies hands it would go back to the enemy this would make cyridill much better so your thoughts

As a PvEer who never PvP's (so far at least, I want to take my NB healer in at some point), I love the challenge and fear that there is getting the quests, dolmens, skyshards, delves etc from Cyro as it gives it a different sheen. It;s not that hard to not run into anyone, so long as you pick a quiet campaign and stick to places far away from where the PvPers might go (keeps under attack, CWC etc) unless you're rushing in and out.

So they'll nerf abilities in some classes, buff others and not provide a way for some people to actually complete a part of the game that people camp? I have my completion and it wasn't fun because of how horribly my dk was debuffed. The server populations are down so it's getting worse because nightblades can't kill just anywhere. I think there should be less campaigns to fix the populations and then an addition of a neutral style server so people can actual explore.

If you can't even get to the quest giver.... They camp them and use caltrops and detection potions on/around the quest givers, try again...
