Orc Barkbite Stronghold in Grahtwood, Valenwood?

I don't understand how the Orcs in Reman's Bluff have been able to settle their stronghold?
Orcs in the Aldmeri Dominion? Why are they being allowed to reside in Grahtwood among the Bosmer?
Because the Argonians in The Gray Mire are refugees and were even being suspected as spies for the Ebonheart Pact.
Why aren't the Orcs being suspected as spies for the Daggerfall Covenant?
It just strikes me weird, doing quests in Grahtwood, and suddenly there are Orcs without a tale or reason for them to be there? The lore/quest goes immediately into helping them against the bandit attacks.
Did I miss a piece of lore somewhere?

✭✭✭✭✭The lore you are missing is the background to the tribes of "Wood Orcs". They are native to Valenwood, culturally distinct from Wrothgarian Orcs, and not affiliated with any of the alliances.
