Two related questions actually:

When you put a cp into a given passive, how does the decimal get handled? For example, if I have x cp in magicka regen and it says 16.4% or 16.7% do the .4 and .7 get lopped off, rounded up or rounded down accordingly?

Is it best to wait to spend points until you can increase one whole percent or spend it somewhere else rather than have the decimal?

    I don't remember when, but ZOS made all the numbers bigger by a factor of 10 a while back. I believe that they said it was to make it feel as though every point put into the Champion System is useful. All of the stats were 10 times smaller, including health, damage, healing, etc. I bring this up to say that the 0.3% is still useful because of the big numbers.

    Someone help me out here. I can't say this intelligently. :p

    It's not rounded, hence why the numbers are so big now everything is over 10k in resources and wpn dmg etc... is quite high.

    0.1% of 10000 is 10 so it does make a difference.

    Thanks for the replies guys, I had forgotten about that change. I think what was confusing me is the difference between how regen or damage works and how crit works. I was reading that Elfborn only will add spell crit once it goes up by a full percent and then wasn't sure if that was how they were all calculated. Good, I don't need to redo my cp yet again!
