I cannot answer for how others would reason this but i can give you my perspective. Charged up ultimate is just a lot easier to monitor then everyone starting without one. Its just simpler that way.
And about ressing not beeing allowed, is IMO the only way any GvG, 2v2, 3v3 etc can be taken seriously. Since there is no ress sickness and curently with half a second ressurrecting fights would turn into a joke. Dead is dead.
I dont share you definition of a support player if ressurecting is all you aim do, there is still plenty of essential skills / ultimates one can use to greatly support ones group.

A way to monitor empty ultimates is by having everyone use one before the fight, that would ensure everyone was starting at 0% .
Having ultimates pre charged favors groups who are more offensive then defensive. The burst a team gets from coordinated ultimates should not just be handed out at the start of match. It's like having a street fighter tournment and letting everyone start will their special meter full, it takes away from the strategy.
Resurrecting is not the only thing a support player does but is a major part of it, ressurection falls under utility IMO. If someone downs a player they have to ensure they don't get a Rez, IMO that is also part of what support player does. Also there is no Rez sickness but people also don't pop up with all resources full.
