Any PC-NA campaign that's balanced and not pop-locked?

There are four campaigns, one is constantly pop-locked while the others seem dead. From my time guesting on Trueflame it's both dead and AD-dominated which is no fun.
Is there no such thing as a balanced campaign that's not pop-locked? Or at least not totally dominated by one faction?

Haderus is decent, but it's been getting poplocked at primetime lately. Still probably the best place to go for what you're looking for.1 -

It changes depending on what time you play I think. At the current time and earlier Azura's is probably your go to until primetime.0 -

Can confirm that the EP has brought the Azura's zerg over to Haderus which will likely keep it red. No matter how much the rest of us push, we will likely be pushed back to the gates by the EP emp zerg.0 -

Get a group of friends together and start picking fights on Trueflame, it'll remain yellow until something is done. Of course it may not be easy, but I've had some of my best times on servers like these. ✭✭Looks like there might be a strong off-hours AD presence because they're capping the keeps and scrolls from EP at about 12:30 PM EST.
My problem is I need a server with a DC presence at US prime time (10 PM+). Last night Haderus had three blue bars but I suspect most of them were in IC because there was jack squat going on outside. Nobody even responded to chat.
Now that I've returned to this game if I can't find PvP like it was right after launch and during beta I'll have to reevaluate my decision to return. Large battles, lots of siege weapons, constant keep taking, that's what sold me. You'll find it on Azuras, just the game can't handle pop locked servers very well anymore. DC does very well on Azuras.0
