No, it just means chests that drop blue will now drop purple and chests that drop greens will now drop blue.
None of the items from chests are set pieces or this passive would be GOOD

i tested on PTS i got random purple item, non-set, from TREASURE MAP

I did pull a Soulshine ring from a chest a few weeks ago, I wonder if that would have increased its quality.

I don't think you have opened enough chests in the game yet...

Set items drop from chests pretty frequently. As the OP said, if it improves the quality of the items randomly and we have a chance of getting blue set jewelry, that would be AWESOME!

if the difficulty of the lock are intermediate or higher you will got set items from chests with certain chance%

You guys are missing the true potential of this; safeboxes count as "chests", this would let you net sooo many blues (Superiors) and purples (Epics)! ^.^

Bit of a necro, but having tested it wit the perk, doesn't seem to work on the safeboxes

Does this Treasure Hunter Champion passive work on the undaunted chests to up the quality of the items?

Unsure if it works on Undaunted Chests, if at all. Although it doesn't have a % chance of increasing the quality, you'd assume that the items you'd get from the chests were better with it. Not that case it seems. I think right now, that passive is broken.

Actually, I just read a big thing about this particular topic on Reddit.

The passive does NOT increase item quality, it increases the drop AMOUNT in a chest. The guy who tested it said he tested it extensively and that it affects dropped item quality in no way.

This passive gives you an extra item, that will be either blue, purple or an item set (with a reduced chance).
