Have you seen his inventory? Do you think he classes that as rare and valuable items? It you have 30 *** maelstrom weapons then none of them count as rare and valuable, he's not asking for them free but to trade them in, I don't see the problem?
I personally would trade 3 of my weapons for 1 with a decent trait or even the ignore weapon,

I'm not asking for maelstrom weapons to be easy to get, you still have to run maelstrom to get them.. I am asking for a system to turn in a certain number of weapons you have received for one of your choosing.
Maybe it could work by deconning them and receiving a "maelstrom shard" then being able to combine a certain number of shards into a token that would allow you purchase the maelstrom weapon of your choosing from a vendor in the maelstrom arena lobby area. I think this would ease the pain of the RNG loot system currently in place and give me something to work toward rather than running vMSA over and over hoping for the weapon/trait combo that I want.

Consider I don't like the keys either. Just drop the loot in a chest at the end of the dungeons ....imagine that
I understand the inventory issues but tokens just aren't a reward to me. It's work instead of having a chance to get some gear. Tokens also encourage specific sets vs a play as you like which is why Tel Bar stones aren't too attractive.
And there's the grind till you die concept of tokens...another reason tel Var stones and AP just are silly
