I've been reading people saying you need 300k AP for vigor and I'm just wondering is that a saved amount of 300k or does it include the amount you've spent on trebs, oil etc?

    It includes anything you've spent.

The AP counts both as "PvP XP" and as a PvP currency, so you can spend it, but it won't be deducted from your accumulated skill line development.
