No way, I(EP) was teaming up specifically with my DC buddy yesterday to kill those district bosses. Later on we got joined by an AD player and had the most cross faction victory ever ...it got a little awkward when the boss died right as I shoot my Meteor though and it hit the AD instead though. Not that it killed her though lol.
Really though, everyone probably teams up sometimes, you just notice it more when other factions do so. Sometimes people do it without even asking each other, just both go for the strongest enemy, sometimes it's just several players like me teaming up with friends from other factions for a variety of reasons, sometimes it's whole guilds or something actually helping their alliance get it from the other alliance's alts(the latter one does kinda suck. I'm not much for "alliance loyalty", it's just a game after all and it's hard to be very loyal when you have alts on other alliances, but while you play the game, follow the rules - play for the alliance whose char you're on or at least don't play against it).
I thought this was one of the main reasons games frequently have 3 sides in large-scale PvP.
With just 2 sides fighting each other if one is stronger for whatever reason that's pretty much the end of it. Sometimes literally because everyone's fighting for fun and constantly losing isn't fun, so the losing side will simply go and do something else until they get a different match-up.
Whereas with 3 sides the 2 weaker ones can team up and still have a chance, and if they do too well they'll end up having to fight each other and the 3rd side can make a come-back (either alone or by teaming up with someone themselves).
And with more than 3 it can just get too complicated, and you run into (even more) problems with trying to balance letting each side have enough people with minimising lag.

Alignments of interests can occur, but that old wheel gonna roll around once more.
Me, personally, I was sure to join the Dominion before I bought the game. Their purpouse is closer to my heart: the altmer rule is superior to all other. And I'd like to seduce the queen. I don't even dare to dream, what would happen if the Dunmer would change place with the Khajiit in the alliances. They are the most stable and the most entitled to rule. If Tamriel would live in democracy, and the alliances were parties, I'd chose the Dominion.
The Pact has so many leaders I cannot even count. Vicecanons. Gods. A Moot. A King. A prince. House leaders. Jarls.
And our goal? To occupy a throne which we are not interested in? The Dunmer made some minor incursions into Black Marsh, but besides that, we only defended what is ours. I'd rather let the Covenant and the Dominion bleed each other until we would be the dominant power in Tamriel without a single drop of blood spilled.
Long story short, if an alliance gain too much power in Cyro, the rest will be natural allies for the moment.
My Great House Telvanni did not join the Pact.
But it does not mean I don't want to be Emperor.
