I played a lot of MMOs in my life, some with the same graphic quality of ESO or even better and i always had 60 stable FPS in cities.
Why ESO is so "heavy" in cities?
I mean, i play at stable 60fps everywhere but in cities.

That's because PCs tend to have MUCH better graphics and which also require better systems... and most that experience FPS issues are those who have lessor systems than others.
Also, it is not uncommon to experience FPS issues in cities because A) there are a LOT more players concentrated in cities which requires more rendering, and B ) because cities tend to have more architecture, which obviously adds even more rendering. This is also an MMO, which means other players are not 'static'... it is one thing to LOAD a city where everything is designed and nothing random happens... but in an MMO, with other players running around doing random things, it adds many variables that must be randomly displayed- which also adds to FPS issues.
