When lv 50 at dw, i'd say you need the Twin Blade and blunt, and since you're actually using dw, you can use that Ruffian passive that boosts your damage against off balance enemies as well. There's another that increses offhand dmg, but i'm not sure if that accounts for the actual damage from skills or just wep dmg, or spell dmg, for that matter.
Either way, Twin Blade and Blunt, for the 5% extra, and Ruffian for the 10% extra against off-balance.

Well, because I have too many skillpoints I also unlocked the increase offhand weapon damage, just so light attacks gets like a minor increase in damage. It's almost ging to do nothing, but why not if you have too many skill points right?

This is for an alt so sadly skill points are in high demand

It's taking a while leveling it up in pvp xD
twinblade and blunt directly impacts your tooltip damage and your overall spell damage. i believe no other passives work other than that.

This is changed back with Orsinium. It no longer increase spell damage (and I don't think it affects tooltip damage either). It's now a straight 5% outgoing damage increase modifier, similar to 2h's Heavy Weapons passive. This is actually better than increasing spell damage, as it will also apply to the damage contribution from max magicka.
As for the OP's question, yes, you just need Twin, Blade and Blunt as magicka build.
