Do i just take the last duel weild passive and ignore the rest? It looks like so, does the increase offhand wpn dmg increase the dmg of the actual weapon or just wpn dmg overall?

In PvE all the time because there magicka builds are king.
Sometimes the prey turns and nips us... it's a small thing.

So let the snow flakes and unicorns dance alone until they melt or vanish from existence, we will finish up with those smart enough to stay in the glowing circle of love.

It's just a % damage increase of your skills. Your weaves with duel wield will hit like a noodle regardless. Depending on the class you'll be doing it when you'll be just spamming skills like sap essence, or on your bar where you have liquid lightning/boundless storm, etc.

When lv 50 at dw, i'd say you need the Twin Blade and blunt, and since you're actually using dw, you can use that Ruffian passive that boosts your damage against off balance enemies as well. There's another that increses offhand dmg, but i'm not sure if that accounts for the actual damage from skills or just wep dmg, or spell dmg, for that matter.
Either way, Twin Blade and Blunt, for the 5% extra, and Ruffian for the 10% extra against off-balance.

I would agree, but it did kinda work at some point, i didn't test any dw magicka stuff for a while (resto staff ftw) so i can't say '-'

If you read the descriptions, most passives ONLY apply to actually using the weapon or weapon abilities, all except for the last one, Blade and Blunt. So if you never use your weapon or weapon abilities, then you only need the last one... any of the others would be a waste of SP.

Well, because I have too many skillpoints I also unlocked the increase offhand weapon damage, just so light attacks gets like a minor increase in damage. It's almost ging to do nothing, but why not if you have too many skill points right?

This is for an alt so sadly skill points are in high demand

Then I would not bother spending skill points in this skill line but the last one.

I know, make sure if you turn any kind of quest or capturing a keep that you're on your DW bar. Make sure you get all the xp on your DW bar then it'll go a bit faster. It can take a while indeed.

    seems people aren't really responding

do this if you are a sorc (overload bar) , nb (aoe and execute) or templar (main dps)

twinblade and blunt directly impacts your tooltip damage and your overall spell damage. i believe no other passives work other than that.

put a poison enchant and an absorb magic enchant on your swords and your weaves will hit pretty hard, then again only a templar weaves the other classes don't

This is changed back with Orsinium. It no longer increase spell damage (and I don't think it affects tooltip damage either). It's now a straight 5% outgoing damage increase modifier, similar to 2h's Heavy Weapons passive. This is actually better than increasing spell damage, as it will also apply to the damage contribution from max magicka.

As for the OP's question, yes, you just need Twin, Blade and Blunt as magicka build.

2 purple v15 swords gives me 600 more spell dmg buffed than my purple v16 desto staff.

I don't even have the passive yet either/

Obviously putting a dual will increase your spell damage, but having the passives do not increase the spell damage further (it used to during IC patch). The passive is still necessary, that 5% boost is actually even better now -- this was the reason why 2h greatsword was so popular during IC patch, because it offers straight 5% boost to damage instead of 5% boost to spell damage that dw gave.
