If you are bored of the easy difficulty i suggest you go soloing in imperial city. Not only are the mobs a lot tougher (balanced for group play), there is also the threat of enemy players who i guarantee won't be doing so little damage to you that your health will out-regenerate it easily

This reminds me of "speed limits are ridiculous, because my car goes 300 mph" - you can always not boost your character and use less sophisticated gear, while a casual player, who has not all day to play, because he has family and a job, cannot simply raise his combat skills nor does he have the time to train all day long how to use those skills effectively.
Games are catered for casual players because those are the guys who actually dumb money into the game, because they do not have the time for grinding and buy convenience items from the cash shop. You cannot blame a company for catering to those who actually maintain the game with RL money and buy stuff from the cash shop on a regular basis.

Some players get really good, learn all the tricks, min/max things, get all the best gear - then demand more difficulty.
Usually they start getting it, often because they're the players that put the most money into a game. That pushes new/casual players back and often out.
Eventually the game dies from lack of players (or is overtaken by newer games), and the same players move there and do the same thing.
Some kind of Difficulty Servers and/or handicapping might help - but I don't think handicaps are ever really used. Some games have more granularity in their difficulty settings, but that's a lot harder to do in an MMO.
