Templars 'Puncturing Sweeps" and "Purifying Light" both can't crit?

Saw a couple of Deltia's recent videos, in 1 of them he said that purifying light can't crit, and in the other he said that puncturing sweeps can't crit.
Is this true?

✭✭✭✭Purifying light can crit but can not hit more than the max damage listed.
I am pretty sure he meant the heals from sweeps, they can't crit, as they are based off of the damage done, which can crit.
