As you can see, it's called Cloud Ruler Temple. It's kind of anchor, but you can't enter the thing. If you like discovering wird things, give it a go. I'm wondering if it's going to have some purpose in some future content.

✭✭✭✭✭It's either there for future content, or there solely as nostalgia. Cloud Ruler Temple was the hub of the Main Quest in Oblivion.
