✭✭✭✭✭1) No - but IMHO it makes more sense story-wise to have finished the main quest before playing Imperial City.
2) Both DLCs are battle leveled so your level should not matter. In theory you start whenever you want - IMHO it makes more sense to level up in your starting zone first. Then again it's not compulsory.
