Account from PC not transferring to Xbox one

I have imperial edition and explorers pack from when I played on PC but I got it for the one and it's not letting me play imperials or use the explorers pack that is on my account. Is there any way I can fix this without buying those again because it says I should be able to have it on here.

    Those items are not transferrable, and are bound to the platform you activated them on. The only exception was the one-time pc transfers for console launch.
