B. Does anyone have experience doing this who could direct me on how to get specific dialog sounds?

✭✭It's possible and totally allowed (ZOS are fine with data mining).
However the game files unpack to a ton of .riff files which are a pain to convert. If anyone has a way of converting .riff to .mp3 or .wav I'd be more than happy to do it and upload the results.3
