Are you using the exact same gear sets?
Your weapon power and stamina seem very low. Have you compared regens and cost reduction too?
My stam builds normally end up with 4300-4500 weapon power and 36k-30k stamina.

Maybe all buffed. Noticed you didnt list your health. Have 2 high stats you had to sacrifice something. Screenshot pls would like to your numbers. Or I call bs. Those are big gaps.

He wants to have a significantly stronger character than someone who invested a few hundred hours less into the game than him.

Actually, once vet ranks are removed, there will be no need for battle levelling (except non-vet). So you can look forward to that at least.
The 160 CP thing is true, but it really doesn't take long to get that many, especially with the catch up mechanic. Even so, the battle levelling won't need to be as lenient as it is currently.Actually there will be
Since cp rank 160 will be the same as vr16 now, and gear will be tied to cp ranks, if someone got to level 50, earned 10 cp they would be at a massive disadvantage to everyone in game (just like how vet 1s were in the old vr14 battle leveling system)
Also since cp rank 160 will be max (for example obviously it will become higher) they'll have to make sure pre level 50 have enough buffs to still contend with those ranks, I'll imagine they'll take base cp bonuses and actually give lower level builds a tad more poeer, as currently battle leveling doesn't include cp, when eventually it will.

Besides, you still have the Champion system that allows you to hit 25% harder, regen 25% more and be 25% more resistant to certain types of damage than a new player with no vet toons. Isn't that advantage enough?
